You may need to try a clay bar then buff. There may be too much junk on the paint to do any good with a straight buffing. A clay bar will remove the contaminants and leave a real clean surface for the buffer. Also if you don't have a clay bar and lots of us don't you may want to try a test spot with Comet household cleaner.That stuff really helps getting the paint to wake up and helps in the removal of the old paint.
