A bottom sump is most effective, if shaped to limit starvation in corners. Simply plumbing to the bottom of the tank will only result in added risk of debris in the line s, without resolving the starvation.
An accumulator sounds like a good idea, but will actually fail. These pumps are made for pushing, not pulling. Any ingestion of air would lock the accumulator and inhibit fuel lift out of the tank. The air acts as an elastic element, causing fuel to surge and retreat with every pulse of the pump.
