Have you tried the tin foil and coke yet? I used to have a set of those wheels on an el camino and that was the ticket. wad up a piece of the foil and use it like a brillo pad. Im told its harder then the rust but softer then the chrome so it scrubs off the rust but doesn't damage the chrome.
