I have a 99' s-10 pickup that is already starting to have rust issues around the rear fender lips. can i repair this by robbing some lips off a parts truck and plug the holes in the inner fender to remedy this?

That seems to be a common problem, I used to have a stepside that had bubbles under the paint in the same area. Behind the taillights is another common spot for rust.
