Installing a 72 grille

I am Installing a 72 grille in my 70. I was wondering if one order, of installation is better than another. Specifically, installing the fender supports for the grille. It looks like they could be installed on the fenders and then the grille attached or they could be attached to the grille and then the bolts inserted in the fender brackets. In an attempt not to scratch up the fenders I was considering adding the brackets to the fenders first. I am confident the factory had the brackets installed on the grill. The pan head bolts, you see in the picture, are threaded on the back side. Not riveted like the factory did it.
How did you do it and was their any issues?

I like plan "a". easier to adjust if the grill doesnt quite line up. I put a billet grill on my 71 that way , saved alot of time...and cursin...lol
