Help me identify this piece

Can anyone identify this piece? The PO gave it to me loose and says he recalls that it went behind the seat to cover the jack or the tank he didnt remember. It did not stand out what its purpose is, but if anyone has a picture of it in its propoer home that would be great!

99%+ sure that's not a truck part. It would belong to a car that had the spare tire stood up in a well in the trunk. The middle tab with the hole attaches to the threaded hook that retains the spare.

That explains why it dont quite fit anywheres!
