VIN plate on door sill

I have two plates that were riveted onto my drivers side door sill. One has the VIN number on it and the other one says the truck passed all safety inspection. I took them off for paint but did not take a pic of them before doing so. Can anyone tell me which one goes on top, and which one goes on the bottom?

Thanks!

LOL! That's my old truck!
That is correct for 67 - 69, in 70 they went to a one piece VIN/data plate.
