What is this part? BB402

1972 C10 402

What does this little valve do? It seems to be plugged up so I installed a push in breather there for now.

PVC flame arresster (sp?) or bug catcher if the air filter gets left out

The PCV valve is clear and working good, but there was so much vacuum inside the engine it whistled unless I pulled up the dipstick a little or removed the oil fill cap.

Hi TexisC10,
It looks like your missing the same bracket I am. It mounts to the back of the A/C Compressor and mounts to the Engine intake Manifold on the passenger side of the motor. It goes across the top of the valve cover.

Flame arrester is the correct answer. If your carb were to back fire, the screen inside this would stop the flame from ignighting any oil or fumes inside your engine. You should be able to soak it in solvent and blow it clean.
