Looks like the one for the fiber optic line to the trans indicator.

Does it go inside the column?

What he said, fiber optic wire for the trans. shift indicator on the non tilt column. Do a "fiber optic wire " search. It does go in the column and thru the shift indicator housing to light up the shift dial. Not really very bright but it works. Tilt columns use a different set up.

Re: Strange light

To clarify, the bulb in your hand with the wire attached goes in your gauge cluster. It is one of the lights for the cluster with the added function of the fiber optic gathering light from the bulb and delivering it at the other end of the wire to your shift pointer.
