Rust Mort is a great product to stop rust. Apply it until the metal turn black in color. Depending on the amount of rust this may take more than one application and up to several. Each application seems to take longer to see results. Use it in a good ventilated area. I'm surprised it is not that widely known in the car restoration world.

Its based on phosphoric acid, which you can buy in the paint section by paint thinner at the home store (Prep & Etch). It's used to clean and etch concrete. Don't get it on concrete since it eats it. See the link. RM is $80/gal at Summit and the PE is $37/gal at Home Depot, and $14/gal on Ebay. You can call me cheap...
It converts a thin layer of rust and turns it black. Sand the area and you'll see the rust is still there. If you immerse a part in it, it will after some hours remove all the rust.
For large items, you get (if you can find it) 5 gallons of molasses and dilute with water in the biggest trash can you can find. It will remove rust and paint over a few weeks. Scrub the part and coat w/ diluted (water) phosphoric acid to stop flash rust.

Used Rust Mort a lot during the rebuild of the cab of my truck. Works fantastic. Anywhere there was rusty bare metal I used it. It converts the rust to black oxide. If you use it in any tight areas where paint will be sprayed later on, ensure it has sufficient time to dry. Also, if it does come in contact with concrete it will leave stains.
