How rare is factory dual wheel option with fleetside bed?

Saw a good example missing the front sheet metal but had as an option on the glove bod. Had a bed with sort of small metal flare around rear openings and bigger bed tubs because the wheel where further in than usual dualy I have seen. I have never seen this before and was wondering if it was that rare.

I didn't think that would be a factory option.

I would imagine that that tow truck (above) was a cab and chasis, dual wheel 133", that had a 9' stepside bed added after it was bought.
