Is this supposed to be there?

Replacing the heater core on my truck and found all this insulation inside here. Is it supposed to be there? Thanks

Got another one. I have 2 squares cut out of my center duct that holds the lower heater vent. Are they supposed to be there or did the previous owner do some mods?
