Sway bar question?

Hey guys been awhile since I have posted still working on the 69 GMC stepper. I have seen the great post on sway bar installation from TX Firefighter but I still have a couple of questions. First how far does the bar need to come threw on the brackets and bushings on the swing arm or do thew need to be flush? Mine are sticking threw about 1/2 an inch. Second I am mounting mine strait to the frame I would think that I have to drill all new holes as my frame does not have any holes that will line up for this way of mounting. Need a little help going to install this afternoon after work. Thanks Robert
