passenger window off it's track

hey all,

03 tahoe. Passenger window seems to be off track. The tray moves up and down fine with a push of the button, but the window doesn't move. When the tray is down you can push the window down. But, when you hit the up button, the tray comes up without the glass.

The truck is my sisters and it's in the repair shop now. They say it's a window regulator. To me this doesn't seem like the problem. Isn't the window regulator simply the motor? The motor seems to be working fine. It seems to me that whatever holds the glass to the tray has broken.

Just wondering if it could be the regulator?


The reason I ask is that it seems like this shop is trying to rip off my sister. So far to replace the speedometer, certify, emissions test, fix the window and replace the rear brake pads (no labour/warrenty...just pay for pads) the cost is aroun $1500 + tax = 1800. That is before they put the truck on the scanner and see why it's running lean.
