NEED HELP! 402BB and just seen that flexplate and torque converter dont match up

i have had the whole motor cleaned up and rebuilt and went to bolt up the flexplate and converter and seen that only half the bolts match up. it has the 168 tooth plate and it matches up fine with the starter. what problems could this cause, if any?
