Whats up with this ?

After cleaning and painting the engine bay for the big block transplant this caught my eye. The VIN on the frame has the last two digits 39 ground out slightly and the next corresponding numbers 40 stamped right under the original ones. The VIN on the cab matches the 40 and does not appear to have ever been tampered with. Odd dont you think?
