Bumper Removal

Finally getting around to the major disassembly of my '67 after piddling around with it since March. Taking it down to the frame to start completely fresh, but it appears that my first great empasse is the front bumper.

It seems as if the carriage bolts have all been "turned" inside of the square cutouts and that any attempt to loosen them just spins them. I've considered grinding the heads off, but I'm always reluctant to destroy hardware and I'm concerned that I might damage my bumper, which I think may be salvageable for the most part.

Does anyone have any tips for getting the bumper off?
