quadrajet acc pump ?s

I got a cheap rebuild kit from autozone and rebuild my carburetor because I had a hesitation barely into the throttle so rebuilt it now it has a dead miss immediately when you touch the pedal so I noticed looking into the carb no fuel at first then two streams a you move the throttle looking at the top of pump stem after operating pump it takes almost 20 seconds for the plunger to rise all the way up and there was what looked like another cup for the plunger did I do something wrong should I have used the other cup any help would be appreciated.
