Ride height

I just received my front suspension from Scotts Hot Rods. If anyone has some free time and dont mind I have some questions. I dont have my front wheels and tires to set ride height, can I install the weld in crossmember with out the wheels and tires? If so can you steer me in the right direction on how to do it.
Whats the best way to find wheel centerline?
Would also like to add that the product & customer service that I received from Scotts was top notch.
