WD-40 is not a penetrating oil it is a Water Displacement product, thus the WD designation. The 40 stands for the 40th formula tried that actually worked (for what I don't know...

Looks like someone has replaced your stock parts with a Heim joint at that location.... The adjustment instructions in this thread will not work for that.
