POR 15 Top Coat

Its Friday evening and the POR 15 info line is closed for the weekend so I figured I would post here in the hopes that someone might be able to shed some light on my question.

My frame is painted with POR 15 rust preventative coating. I have scuffed it up with a maroon scotch brite pad. I had ordered the POR 15 self etching primer and the Chassiscoat Black. When my shipment arrived today the Chassiscoat black had been replaced with a product called "Top Coat". Chassiscoat Black has been discontinued. According to the can I can paint it right over the rust preventative coat. Apparently no need for primer? Does this sound right? Would you use the self etching primer anyway and then put the "top coat" over it or is that overkill?

Anyone familiar with this new "Top Coat" product?
