Blown Fuses and General Wiring Nightmare

So I bought an awesome BURB (1973) but it has some (cough) wiring issues.

The most recent dilemma is that the Fuel Gauge stopped working (blown fuse); but now it blows the fuse every time. Too much jiggling on the last off-road adventure, I guess.

Now, before I go chasing down one frayed wire...

What do you suggest? Should I just replace the harnesses? There seem to be kits that might be less work than trying to "Fix" existing wiring issues).

I would also like to replace the glass fuse box with a modern blade type.
Glass fuses are a pain to deal with, are hard to see, and hard to remove!

This gives you an idea what I'm dealing with. The black chunky stuff is all over the place. It looks like melted plastic, and I have no idea what it is from.
You can see bare wires twisted together. I'm surprised any of the lights work!
