Interior surface rust

I'm prepping to install some sound deadener prior to new carpet and need to fix some surface rust in corners just in front of doors. I'm okay with tackling the floor as it will be covered anyway, but I'm nervous about trying to repair about an inch up on the kick panels as they will need painting.

Any thoughts? I'm thinking a body shop may be best. This is a very close up picture. The black part on the right is weather stripping.
