Crank pulley

This plate washer is in the way to get my crank pulley installed.

Is there any reason why I can't remove the bolt and plate washer and put the pulley on first and then re-install the bolt and a thinner washer?

Should I just use the same washer?

HT383 crate motor

Is there a preferred method to holding the balancer in place to get the bolt re-torqued?
