Was the steering column rubber mounted up top?

Hi guys I have a non stock steering column in my '54 I think it's a late 50s / early 60s Impala or truck column, anyway it had some funny plastic washers/spacers up top where it mounts to underneath the dash with the half circle brackets, that can't be stock, so my question is, were the stock steering columns rubber mounted up high in that area to absorb any of the vibrations, or is this some previous owner footzpagh or did she just use some plastic as a spacer to build up around those small bushings that go around the vertical bolts?
