Rusted Drip Rails

I have a 67 and the drip rails are pretty rusted. how difficult is it to replace them? I have done a search and there is not alot specifically about replacing the drip rails, mostly just shaving them.

If I do shave them I have seen where some people have left a small lip and others have shaved completely off, which is the better option?
