Steering Column - What is this?

Hi - I have a couple of 67-72 pickups and finally have added a square body to the roster. I ran across this oddity on the steering column (automatic, non-tilt), which I hadn't encountered in the past. I have another 77 tilt (automatic) column that I checked for reference, and it doesn't exist on that one.

Any thoughts what this might be?

The top part of the tab looks like it is broken.
That is the shift indicator in the dash, that shows what position the transmission is in. P R N D 2 1.
