Are shortstepside and long stepside fenders the same?

I know of a junkyard thats got a really good set of fenders on a long bed. Are the fenders the same long to short?

Far as I know, the only difference is the steps. The fenders are the same.

Fenders are the same, steps and bedsides are different. Randy
