You need to do some research on this. About 10 years ago when I looked into putting a newer, late 90s TBI, motor in a 1978 C10 the Air Resources Board told me the vehicle would need to be certified by the ARB and from then on it would be required to pass smog in accordance with the donor vehicle. I sold the truck rather than open this can of worms. Things may have changed since then.
