Not necessarily. If one plate gets stolen or falls off on the road somewhere you have to get two new plates issued and they will be the color scheme in use at the time.

As for that truck, I would ignore the claim unless he could provide all the records going back to new. I got such records with my truck.

Also, if the owner moved to California sometime after the purchase, it would have a plate of the style being issued at that time.

Another scenario is it could have been issued personalized plates at some point and the owner got tired of the extra license fee and reverted back to regular plates.
