Clutch return (full range of motion)

My clutch pedal does not return to the top (full range of motion). The return stops at the mid way point just prior to enganging the clutch. I currently pick the pedal up with my toe to make it complete the full range of motion to the top.

I oiled the pedal bushing under the dash last night, we will see if that helps. Do the new plastic shims fix this ?

I agree with Bill. The spring may also be broken or missing altogether.
