Mounting bolt question

What are these bolts (not the hinge bolts) holding together and are they oriented correctly? I ask because as you can see on the other side there is only the lower bolt and it is oriented with the bolt on the inside and the nut on the outside with the upper bolt is missing. Not a big deal just want to make it right.

They hold on that tab that the front fender bolts to. The passenger side is correct with two bolts, the drivers side with the one bolt/nut facing out is NOT correct.

Thanks. This is just one of the many thing the PO of this truck messed up. So many missing bolts it is amazing it hasn't fallen apart, LOL. This is my first C10 so it has been an adventure for sure.
