I believe you when you say that you do not work for the DOT Rob, however given the quality of work that you do, you probably should!
There is another vague and annoying lighting law here in South Carolina that I would also have to figure out how to get around. It is called "changing the design of lights". It does not go into any real specifics and in my opinion is very ridiculously vague.
