Installing inner fender well??

I am finally putting my truck back together.

I lowered my truck and my new relocated upper shock mounts now seem to be rubbing on the bottom of the inner fender well. Is this normal ? Do I need to cut the inner fender to accommodate the new mounts or is there another trick I can do to not cut the inner fender? Thanks for the help...
