1973-1974 was when they started installing cats on vehicles right during the gas crunch era. In texas and I got this from the DMV if it was not installed as a factory item it does not need to be present on the vehicle at the time of inspection. So if it is 78 for sure or newer at least one set of cats has to be in place on the vehicle. Went through this with the inspections station on my pontiac firebird. They did check to make sure that all required vacum lines were in place on the engine. What few there were lol. Working on getting that car back through inspection for the year having some brake issues that are holding me back atm. Sean

I was reading your other posts on the engine. you say you smell strong odors of fuel? is that when you are trying to start the engine? if so have you tried to find out where it is coming from at all? if it is leaking from the rail or injectors might also explain the no start issue as well.

Wolff, not leaking fuel anywhere checked everywhere, nothing the smell is mostly after i've tryed to start it....i checked my oil, doesnt seem like gas but i have extra oil now....so i think gas is just passing by the injectors gonna drain oil, put in new...my friend has the "noids" to check the injecters, try that tonight and oil pressure is still a big question mark....at the sharder valve, it seems pretty good visually...& the wire harness is the stock on outta the van, with improvements thx in advance
