Sounds like a bad ground, or no ground at all......

Reverse lights:
I would start by checking your reverse light switch (auto on column, stick on trans) to see if the problem starts there. It most definatly could be a feedback problem from somewhere else but its best to check the actual circuit and KNOW its ok.

Parking lights:
Start by checking (front and rear) each bulb to make sure you have 1157's and that they are installed correctly. If there is a 1056 in there, you'll have crazy problems with the lights. If the bulbs are ok and installed correctly, start looking at grounds near the lights.

I'm confused on your parking lights though. Are you saying that the parking lights work fine if turned on, yet when the headlights are turned on they(only the front parking lights) go out?

mesintex, it's a 67 isn't it? The front parking lights are supposed to turn off when you turn on the headlamps...all GM vehicles (not sure bout the other brands) did this in 67 and before.
Not that you can convince the inspection station.
As for your back up lamps, they are not required in TX on a pick up. Pull off the lenses and take out the lights.
A ground would not cause this to happen, the turn signal works when the headlights are on, therefor, there is a ground there. The parking lights and the turn signals both use the same ground.
