Restoring Hubcaps

A while back I bought a set of 67/68 full wheel covers w/fake lug nuts that someone painted with red house paint .What would be the best way to strip the paint off and how should I repaint the black center ? Also should they be flat black or gloss . Any help would be great

No expert here, but I would think a chemical stripper would work best, the brush on kind. I think they were painted flat also.
