trying to keep it on the road

I have an 84 swb 4x4 with 6" lift it has a lifted steering arm but not the pitman arm. I cant hardly keep it on the road sometimes it pulls side to side. it was toes out but i pulled that in and it helped but didnt fix it. i have 33x15.5x15 tires could that be the reason or do i need to change something? i was told to drop the sway bar and take the shims out from under the perches. any ideas?
