Steering column HELP

I'm feeling dumb here but here goes:

On a four speed (no column shift) what is the order of assembly of the innards from the turn signal switch forward? I can't seem to get the "bowl" to snug up to the switch housing. I can get the switch housing tight but the bowl that the shift lever would go if there was one is loose and unsecured.

This shouldn't be this hard...thanks in advance to any experts out there.
