Rubberized undercoating

EDIT: Disregard post, got a process figured out.

I have 2 freshly Powdercoated not installed front inner fenderwells that I want to spray with a rubberized undercoat, I purchased a product (2 cans) from Hi-tech Industries, nothing on the can or webpage states to sand for fresh powdercoat, or anything else for any application. I emailed them and they said I should only have to sand if it's going on plastic.

Any tips on prepping the fresh powdercoat is appreciated, clean with? Also should I mask off where the nut clips attach? Or install over the undercoat?
