How do you know if your governor is bad?

I'm having shifting issues on my TH 400. It won't come out of 1rst gear. The RPM will go up and never shift, especially when going up hill, and there's a pop that comes from the exhaust.

I pulled the governor out and it seems to be fine. The nylon grooves look intact. Is that the only symptom of a worn governor?
I'm also replacing the vacuum modulator and changing the fluid and gasket while I'm at it. Anything else I should look at?

The last time this happened to me it was the vacuum modulator. One other symptom I had was it was sucking tranny fluid through the bad modulator , through the vacuum line, and into the engine creating lots of smoke.

If it is the modulator you should still be able to manually shift from L2 to L1 to D.

i thought you recalled that guy then he is running things again? The 400 ought to powershift as it used to be called that is when it holds first and then hop to second after the rpms get so high. or maybe I just dreamed that. Jim

That was another color Gray Davis was recalled. I just remember years ago where my vacuum line came off my modulator and it would not shift out of first gear

Check the vacuum modulator, same thing happened with mine a while back. The vacuum line was cracked.

Your tranny is all over the map. Had that happen on a 78 Caprice. Amco said I needed a new tranny. The local replaced the governor for 60 bucks. But that was about 1980.
