Dumb Question- Firewall Padding

Getting ready to start installing my under dash fuse panel-wiring kit. Do I need to install my firewall padding first before the fuse box or the wiring first then later the padding? Thanks!

Fuse box should not be on the padding, possible fire hazard. Mount the fuse box, thn the insulation/padding your going to use, then route the wiring harness. This is the way I was taught and it makes sense.
