Coil Spring Plates

After cleaning up my frame I noticed right where the spring perch mounts to the plate on the frame, there is some rust accumulating.
Is it safe to remove the rivets and clean up and bolt back with some grade 8?
Any particular bolt size that is good for stock rivets? I hear 10mm might work?
