My '88 doesn't have them and it's a totally stock Silverado. Just for information purposes.

My 89' has them so I'd say 89-91.

is the window regulator in the tailgate the same as one of the front door regulators?

No, they are different. The rear tailgate is more of a dual arm one, vs the fronts being single looking...
