Speedo cable reducer?

This is the second time I've seen one of these on a supposedly stock truck. The other was an 87 Chevy van. Well it froze up today. Left me with no speedo or cruise. Fortunately have I an app for that. Just hooked the cable up directly, but haven't taken it out to see how far off the speedo is.

So, did GM put this on, and if so why?

I needed to recal it for my 33's. Guess it's time, unless by some great miracle it reads right now...

Oh, this on my 79 K5.
