That Caprice is a sweet looking ride. I had a 78 two door, same year or close. Nice car until about 70K, then pretty much everything failed.

71 Custom Deluxe, SWB, 2WD, 402, A/C. I developed an assm. guide "kit" for restoring it from ground up. With assys, the guide accts for 1000s of OEM identifications and part numbers, all written in short order. 700+ images include assm, illust., charts, and points of interest. That could pass for an unmarked car. And now I see there is an officer in the driver seat. I wonder if it's some sort of training session and that's a trainer car.
