What is this??
I was replacing the rear bumper on my 97 when I saw this sticking out.
The spare is in the way of seeing where it goes, and I'm too lazy to remove the spare to see. lol What is that tube looking thing? sorry, the picture is sideways. Don't know why it post like that.

Yes, that is where you insert the spare lowering rod to turn it.

Hopefully you still have the rod.
You should test fit it. There are a few different designs for the end of the rod. You need the one that fits. |

Also take a look at the clip that retains the pin holding that tube to the cable mechanism actuation rod. On my old 1990 K1500 mine failed at some point and the pin fell out. That spare tire is just a little tough to remove when you can't turn the cable mechanism rod with the tube. The tube will just spin uselessly when the pin falls out. You won't know it happened until you need the spare tire.
I couldn't reach mine without removing the bed to come at it from above.
