72' Chevy Cheyenne Restoration

Ok folks i am restoring a 1972 Chevy Cheyenne LWB and im starting on the drip rail...over the years it looks like someone put white caulk in the drip rail, although underneath it is not rusted through! I am wondering what are the first steps in starting to make sure it stays not rusted through??
