Identify block stamped numbers anyone help???

Hi,
I know where to find the stamped block number on the right side deck of the block in front... Numbers are not readable. Block has been painted orange - probably many many times. How can I safely remove paint to read these numbers? Wire brush? Paint remover? Yes, engine is in the truck.

I've always used some light sandpaper to remove the paint down to the block, then the letters and numbers should be orange. That is, unless the block has been decked
