Center horn deluxe redo paint questions

I have a steering wheel center part and wanted to clean the rust off the back plate so that brown in the center doesnt show through.





I thought first just wipe it down with water and see if it comes off. Well, the paint came off and what I thought was metal is plastic.

So I kept going deciding it was already goofed up and maybe I can get the plastic on the front side polished up better and get the fog out of it. I used water so far and most of it came off. I tried denatured alcohol and nothing budged.

So the painting questions are:

How can I safely get this leftover paint and brown spot off without messing up the plastic?

Which paints are best for plastic in this situation? Silver and white it looks like.

Then Ill need to reassemble, I am not sure if I should try and tap new screws or epoxy it on the posts.

The little plastic piece on my deluxe heater controls after removal I used a little polishing compound on a rag cleaned it up really nice and replaced it with epoxy as far as painting goes you’re on your own
